It would be pretty easy to identify 10 to 20 sad victims and heroic truth-seekers, plus scenes that capture what they went through. The story would almost write itself. And you could tell the story chronologically. I'd, of course, start with some people who had Covid before Covid was supposed to exist.
When you say its the movie that will never be made. It will be made, but the voice matters. It needs the depth of understanding of the human condition, an empathy for the lives covid turned upside down and a clear view of the historical trajectory that got us here. But most importantly it must be a story of redemption. Not everybody could do that. You could. And you could garner phenomenal project support both financial and skills. I was involved (very much at the periphery) with two documentaries here in Canada on covid. And you would not believe how people cleared their schedule and opened up their pocket books. Because the story of covid and the convoy told their story. It rationalized their experienced and justified their suffering. That is hope and redemption and a shadow of the greatest story ever told. You gotta do it.
If I keep getting responses like this, Dan, I might drop everything and start working on this. The simplest way would be to find a contrarian multi-millionaire who would bankroll the project. If this person told me he'd pay me, say $4,000/month for six or seven months to do my research and write the first draft, I'd do it.
Once you have a powerful script - and develop those themes you reference - then you'd start looking for a director and some actors. Since actors are struggling like everyone else, we'd find a great and talented cast. Then you'd have to to fund the filming and, lastly, figure out how to distribute it - assuming Netflix will never air it. But you could air it on the Internet without Netflix or Amazon Prime.
The making of a such a film would be a great story by itself.

There is so much meat in this saga which is far from over. Hopefully the crimes will be followed by an extensive investigation that leads to arrests, prosecutions and punishments. Did you ever see Judgement at Nuremberg? Not to be missed!

The ‘Brits’ to which you refer did not exist in the era of the movie ‘Brave Heart’, which although well done, was substantially fiction. The villains in that movie were actually ‘the English’ - a very different ethnic & political grouping to the Scots. The political entity we know as ‘Britain’ did not come into existence for about 400 years after the events depicted in Brave Heart.
